if he formed an allience with wycombe district council then why would he know about the rest of marlow planning permission as from what u say "As such, any planning that concerns sites of historical interest has to be passed for approval by CBA before local government bodies can give the go-ahead for any project" only concern the gravel pits.
A plastics factory couldn't be built straight in the centre of the town as there are too many sites of historical inest and which can't be built on, and then as marlow is green belt so you couldn't build on the outskirts, and the lack of brown site land where would this fabled plastics factory be built.
new toxic plastic factory is a bad presumption to make as now adays they are very clean

Also i would like to point out that there are no marlow gravel pits and assume you must be refering to the little marlow pits
