Actually if it's that close it could easily be the ISP. It is not abnormal to connect to an ISP at a greater distance than that - even 100 or more miles in a rural area. Plus it is perfectly common for a person to have a different ISP at a different location on a different computer as you cannot necessarily access the same ISP at another location.
