1978年，中國南方某地……

為了除掉韓國僑民內部生產的黑邦組織“赤蓮花”，中韓警方準備採取聯合行動。“赤蓮花”中的老二劉成國為了保全自己，將老大淑民出賣。爭鬥中，韓國特警姜鎮權將淑民擊斃；而姜鎮權被“赤蓮花”老三春殺死……

十七年後，“赤蓮花”組織在中韓兩地死灰復然。在中國渡過童年時光的姜鎮權之子──韓國警員姜閔宇在韓國警方的委派下，與同事們一道來到中國，決心配合中國警方徹底除掉總部設在中國的“赤蓮花”組織。而讓姜閔宇始料不及的是，警方鎖定的嫌疑人竟然是姜閔宇童年在中國青梅竹馬的伙伴淑梅。故地重逢，閔宇與淑梅舊愛重燃，但身份的不同拉開了倆人的距離……

淑梅的養父──已成為“赤蓮花”老大的劉成國為了剌深情況，利用苦肉計將淑梅推到了閔宇身邊。閔宇和淑梅在“愛情與組織利益”的權衡當中倍受煎熬，閔宇與淑梅這對生死戀人終於站到了衝突的對立面……
