Max Bice, an electronics engineer and technician who created broadcasting outlets for a newspaper company as well as Pierce County's first paging system, died Monday while seeking treatment for an undisclosed illness. He was 86.

Bice was a former National Association of Broadcasters board chairman and state chairman for the federal Emergency Broadcast System.

He began working for The Tacoma News Tribune, now The News Tribune, in 1948 when the company asked him to develop a radio station, KTNT-FM.

He expanded the range two years later with KTNT Television, Channel 11, in 1953 and still later with Cable TV Puget Sound, the county's first cable system, later purchased by TCI and now owned by AT&T.

Bice left the newspaper company in 1973 to work as an electronics consultant. In 1987 he helped build KGHP-FM, a music and information station run by the Peninsula School District in Gig Harbor.

Survivors include daughters Kathryn Gallaher and Luann Bice of Seattle, five grandchildren, a brother and two sisters.
