A "dry county" just means that you can't buy alcohol there. I don't know if that particular county is dry or not. We bought beer last year -- all weekend, in fact, with no problem.
As far as checkpoints, all Tennessee state highway laws apply to concertgoers, whether your car is in motion or not. As long as you're on the roadway, with the key in the ignition, you can be held responsible for all of those laws. I didn't run into any checkpoints last year, but then again, I wasn't looking for them. Use your head. Don't party early, drink in the car, etc. The state and local cops patrol the roads around the concert at all times, and while they didn't seem to be looking for trouble last year, they would probably pounce on any blatant discrepencies that were directly shoved into their faces.
I spoke with one officer last year who said that the whole festival had gone off without a hitch, and that only twenty or so people had been arrested all weekend, and those were for minor drunk and disorderly conduct.
My advice: Keep your head on straight on the way down, get plenty of sleep before the drive (you could have a long wait in traffic once you get there), and don't do anything stupid. We want to continue to be invited back to Manchester next year as well. Don't give them any reason to dislike us. People in Manchester are pretty chill, but let's face it, this concert pretty much shuts the town down. As long as we all "behave" ourselves and party responsibly, they can't complain about us. Last year the good vibes outweighed everything, traffic included. I am praying that that happens this year as well.
