The Traveller's Guild offers Celerity. If you're looking for Celerity 2, go to the second guild, obviously. The cost is 4000 coins, and there is a quest involved that could cost you up to 600 additional coins (or as few as 6).
In the quest, you are given an object at the guild, and told to take it to a certain pub (they give the location, too) within three days. You cannot use the transit system EVER during a celerity quest. If you do, your quest will be cancelled, and you'll forfeit the coins you paid for it. When you get to the designated pub, you buy a drink from the bartender, and he gives you another object, and tells you a new destination. It's the same as before, three days' time limit, etc. When you get to the last pub (the 6th one for Celerity 2) and buy a drink, your objects will be taken, and your APs will start recharging faster.
Now, as for the 6 to 600 coin additional cost: some people claim you must buy blood from the bartender. Others claim any drink will do. Personally, I'd start with buying a beer, and if that doesn't work, bump it up a notch to blood wine (which some people say works), and only buy blood as a last resort.
One other note: It's possible to get assigned a pub so far away from your location that you can't make it there in three days w/o using the transit system. In that case, you're screwed and will fail your quest unless you have a Scroll of Teleportation (5000 coins). Those can be used on the quest, so if you have the dough (I don't) to buy one before you start your quest, more power to you. A Scroll of Turning could also be useful, in case you encounter full spaces in your way, or in case the pub you're assigned is full.
