Woohoo!!! I finally got Surprise!
It took me weeks to collect the cash for it. Good news: no other power is that expensive (although Cel 3, which I desparately want, so very close). I, impatient as always, left the bank with what I thought were exactly enough APs to get to the guild and buy the power. However, I was apparently wrong on that count. I arrived at the guild, hit the 'SURPRISE' button, and I got a nasty surprise... I was out of AP! And I wouldn't get another AP for almost 20 minutes! I nearly died of heart failure. I was sure someone was going to come along and rob me of 15,000 coins while I waited. Or, worse, rob me of a single coin, making it so I couldn't get Surprise, but would be stuck with 19,999 coins for hours before I could make it to a bank. Luckily, none of this happened. But danged if they don't give you the AP you use to buy the power back once you've done it. So why do you have to have AP to buy??
Anyway, in conclusion... I'm very happy and very poor right now!

P.S. Since the Empaths 1 guild is so close to the transit station and bank, I think I'm going to see if I can't pick a couple hundred coins up off the locals and get Locate 1.
