The 760ex and xx support nearly every current HDD at least up to 40GB, the lager drives > 6.4GB with the support of Disk-Manager-Software. I dont't think that power-consumption plays a significant role.
But, if your HD refuses to spin, you might have reversed the installation-position of the drive, which is face down compared to that of the 3.5ich drives in your destop compoter, i.e. the metal shield downward, the "electronics side" upwards.
If your 1.2GB drive has its original caddy, it should work with every bigger HD as ist is. Maybe you have to cut the Pins ABCD (not on the drive, just in the cable), which set drive/master/cable-select.
