Yes it is possible, but not easy. The main special tool you need is a puller to draw the Pitman arm off of the gear. This needs to be a very strong puller,combined with some hammer taps. Following that your biggest challenge is removing the seal. An old trick is to punch through the seal with a very sharp punch, (carefully), and thread a small screw into it. You can then pull the seal out by pulling/prying on the screw. Finally you need to carefully tap the new seal into place. A blunt tipped punch or a large diameter piece of pipe could be used for this, but again, a tricky proposition to do so without ruining the seal. Hope that this helps.
