Because the tires are new has nothing to do with the conicity values of the tires. During the manufacturing process, conicity values are established primarily by the centering of the material during assembly. If the material is not assembled on center, a cone effect is created. This has nothing to do with safety, it’s just a nuisance for the driver as you have noted.

I recommend switching front to back as you mentioned. There is a smaller chance that your front end needs alignment but the conicity adjustment usually only changes during a wreck or major direct hit.
