I had a 1986 Prelude that did that, and it turned out to be the Tie-rod-ends in the rack and pinion steering. They use a ball and socket design on the inside (rack side) of the rod, that you cannot see any wear or problems, but if you crwl under and move the wheel while holding on to the inner joint you should be able to feel the slop. this is enough to cause the shimmy/shake.
