According to the 95 Accord factory manual:

There is a horn relay, the picture indicates that is in the steering wheel near the SRS harnes (be sure you know what you are doing when working around the SRS and disconnect it following proper procedures). The wires going into the norh relay for the 95 are WHT/YEL, BLK, BLU/RED, and LT GRN/BLU. Check the relay for continuity, there should be continuity between the C and D terminal and none between the A and B. To test for the horn you would need a series of test harnesses. The horn and the running lights are not within the same circut diagram, however, in the light system circut diagram for (Canada) since that is the only car of that year that had running lights, the BLK wire running from the dimmer relay runs to G401 and G403, which, if you flip the the horn circut diagram, correspond to G401 and G403 BLK wire running to the horn relay. That appears to be the only connection, except of course that they both run through the under hood fuse/relay box. Check G401 Ground near upper left side of dash and G403 ground near right kick panel. I know this is not much to go on, but maybe Glen can chime in.
