Is the valve opening to allow coolant flow to the heater core? It is usually located near the firewall in the engine compartment, and has a cable running to it. I assume the radiator upper hose get hot?

I'd also check if the heater core itself is getting hot.

I'd bet the valve is stuck and not allowing hot coolant flow....glen
