Do you have any fuel leaks on the ground? You'd probably know by the smell if you had one bad enough to significantly change your fuel consumption.

Fuel filters are a good place to start, especially if they have never been changed. You might also make sure that your air filter has been changed as well. However, low fuel pressure or a plugged air filter will make the car sluggish and lacking power, but it might not "putt".

Does the engine feel like it is missing? A lot of times the "putt-putt" feel/sound is from a cylinder that is not firing, and that can increase fuel consumption. You might also notice more smoke from the exhaust and the smell of unburned fuel. If you think that your car might have a miss, then I'd highly recommend replacing the spark plugs first (unless they've been replaced in the last 30,000 miles). If the plugs were okay but you still have a miss, then you'll need to check the distributor cap and rotor to see if it it worn to the point of needing replacement.

Good maintenance on a Honda requires that you replace the plugs, cap, and rotor on a regular basis - usually every 30,000 miles or so. Some people replace the spark plug wires, but Honda wires are pretty high quality, and they don't degrade very fast. If it were me, and if I knew these items were not replaced within the last 30,000 miles, I'd probably start with that and see what happens. Most shops will do the same thing to begin with, so if you do take it in to them, you really haven't lost anything.
