Thanks for the help so far.
the situation was this,
the idle speed would drop ( to approx. 500-600) when i apply the brakes. at the same time the headlights(when on) would dim and recover immediately.
i believe i have divided the two problems. the light problem was related to a bad ground, or at least it doesn't exibit itself to a detectable level.
but i'm still stuck on the idle speed. i can actually stall the car by pumping the brake peddle.
here's what i've done so far...
i've inspected as much of the vaccuum system as possible visually. an inspected the system with a home-made stethascope, especially around the area of the brake booster and associated hoses. nothing detected.
the pcv valve had been replaced before i recognised this problem exibiting itself. is it reasonable to replace the bushing that the pcv valve is installed? the valve does wiggle around a bit but doesn't seem to leak.
one of the suggested leads was the "IAC motor" (for a previous post) that puzzles me a bit.
should i consider the EGR valve?
or idle boost solenoid?
or emmision control system?
the car is 5 speed, carburated.
i've read through the archives.

you folks offer good advice.
