Based on the info you have provided, I would suspect a faulty Cooling Fan Relay. Let's start ther first. The fan has to be running for this test...

The cooling fan is turned on by the "Cooling Fan Relay". When the relay coil is energized, the relay contacts close and 12 volts is applied to the fan.
This relay could be bad, and the contacts could be "welded" closed.

When the fan is running, disconnect the connector from the "Cooling Fan Temperature Switch". This is the switch in the thermostat housing (which is behind the distributor, where the lower radiator hose terminates). When you remove the connector, the relay should drop out and open its contact to deenergize the fan. If the fan keeps running, the relay is bad.

The relay is located in the passenger-side engine compartment relay box. It is the outboard, aft mounted relay. If it's operating OK, you can put your fingers on the relay and feel it operate as you put the connector on and off.

Post again with the results, and if the relay operates OK, we'll move to the Temperature Switch.
