Yours is a good example of why I always go ahead and buy the shop manual from Honda. Costs about double or triple, but it has the detail that Haynes does not. Actually it cost me $55 including shipping from www.helminc.com, but that was in 1992 when my parents bought their 1989 Accord. Once they sold it, they sent it to me to keep (I'm sort of starting a library it would appear!). If you have just one confsuing electrical issue, the manuals pay for themselves, and there are repairs I would hesitate to attempt without it. And yes, Haynes sometimes seems to be sniffinf something!

On the timing, the 89 Accord shop manual states that to install the timing belt, you put the cam gear so the word "up" is up, and the marks at 3 and 9 o'clock are aligned with the top surface of the head. You also want the white TDC mark on the flywheel to be at the pointer.

The timing is correct with the red mark at the pointer, and is 15deg BTDC at 750 RPM. It mentions having the #5 vacuum hose (#2 for carbureted engines) attached to the diaphragm to allow advance.

The confusion is that you also can check the non-advance timing by pulling and plugging the two vacuum advance lines. It should be 4deg (funny, it doesn't specify an engine speed, but perhaps that makes sense because with the vacuum advance disconnected, the timing is purely determined by the fixed geometry of the distributor, cam, and crank).
