Subject: 2001 Accord - Rt front vibration type noise from bearings area

I just had the wheel bearings replaced due to this noise coming from the hub area, now the noise is actually worse than before. Like a vibrating type woo-woo-woo sound. you can feel the vibration in the steering wheel. Noise starts around 40 mph and seems to go away around 65 mph.
the axle shaft has no visible damage at all. with a stethoscope it's obvious the noise is generated right in the bearing area.
Brand new tires, new brakes, both front wheel bearings replaced. The mechanic is suggesting replacing the axle shaft even though none of the symptoms are the same as what is listed for damage.
I'd love some feedback.
