The problem is that Tarrega's music, as with all other composers, is it’s subject to interpretation. We don't necessarily know how the composer wanted it played. Look at Segovia's playing. His interpretations were often the first in the modern era, but not necessarily the most correct. That is not to say that Bream OR Romero OR Segovia is wrong... OR right. Each of the greats looks at the music and interprets (as do ALL players) what HE (or she) thinks the composer was trying to say with the music.

As for the particular piece you're looking at, I'm sure if you looked at others who play it, you may very well find different fingerings (some significant, some minor). In fact, you may find that the piece isn't played the same way at different times in their career. I know for a fact that Williams, Bream, Segovia and Parkening all changed their interpretation of various pieces in their repertoire as they matured. I’m sure Pepe Romero has too; I’m just not as familiar with him as I am the others.
