I would say Leo Brouwer (He went to Julliard for his degree in music). The reason is that he was not only a world class guitarrist of the size of Williams and Brean back in the 60's and 70's but also (and following a dead tradition) is a composer for the instrument (and other intruments as well) with such importance that I believe is the only person alive that has had a competitive guitar event on his name outside his country (Japan, somewhere in the 70's or 80's?) and whose works for guitar are mandatory for any competitive serious guitar event and/or serious guitar conservatory's course in the world.

Now, if we talk about before the guitar "existed" as a serious consert instrument, it would be Segovia hands down. But I tend to place him alongside Tarrega et al (includding luthiers). I mean him and everyone before him that made possible the classical guitar as we know it today.

Hope those are good reasons....
