Yes, pay armed citizens to go in and bring things under control. An armed citizenry doesn't have to take orders from the government in this aspect, therefore, they are able to maintain a concience and apply a little common sense to the situation instead of strict interpretation of the law... forcing little old ladies at gunpoint into their homes to enfore the curfew. Send in the Louisiana militias!
