Typically I ascribe to the saying, "Never ascribe to malignancy what can adequately be explained by incompetence." I have to say, though, the two instances you describe certainly seem to warrant a stronger word than "incompetence".

I see that Scudder is now part of Deutsche Bank. Maybe anyone with authority to actually do anything is in Germany.
