if you're like me and don't have a boat at the moment, I can give you a few tips. I fish religiously at Wheeler Dam almost every month of the year. What I typically use is my favorite custom built rod and ambassadeur 5500 reel and 20 pound test. In order to get your bait far enough out into the tailwaters you need a stouter pole, not to mention heavy weights. the blue cats congregate in the calmer water between discharge boils and also in the "holes" on the dam wall. the best bait to use is gizzard shad guts. you can use chicken livers (if you can keep them on the hook)or cutbait or live yellowtails, but those will catch just about anything that swims down there, especially large drum. basically you have to get the stuff out there and bottom bounce for about 50 yards, otherwise the current will start taking bait off the bottom and towards the surface.
