My Crested doesnt use pee pads or litter boxes either. We go thru the frustration EVERY winter. He will wear his coat and boots, but he still doesnt like the cold.

You have to be just as stubborn as your Crested. Take him outside, walk him around, if he refuses to go, bring him in, crate him.. try again in a few mins. Dont let him have run of the house until he's done his buisiness. He will get the idea that he needs to hurry up and do his buisiness.

The "battle of wills" lasts about a few days to a week, we have it every year when the cold weather hits. Fred relents to the fact that he is still going out in the cold to pee, and we have fewer issues the rest of the winter.
