I am new to this site but hopefully I can help. I haven't had this problem with my puff, but have had these issues with both my Yorkie and my Husky Shepherd. First let me say that I am not suggesting a change of diet, but just want to let you know what helped me. All of my dogs are on raw food - this was a direct result of the Husky's allergies, for which he was on a monthly prescription injections. If you can, have your puff tested for both food allergies as well as environmental allergies. When I got my Yorkie at 8 years of age, she had no fur from scratching and would get under tables and scratch her back until it bled. She couldn't sleep for more than a few minutes at a time. Her test showed that she was allergic to chicken, corn, rice, soy, grass, pollen - just about everything. It took two years of good food, and supplements suggested by my holistic vet - but today she has a full coat of fur and hasn't had an allergy flare up in years - and she can eat chicken, beef and turkey without any problem. One thing that you can do to help your little girl is to put Gold Bond Powder on the itchy area - no, she won't lick it off. It is very soothing and because it stops them from itching, it helps to heal. You will need to do this several times throughout the day - and use the gold can, not the green. Please post back so I can see how she is doing.
