How about one of those carrier bags? Looks like a purse but with mesh inserts. I was so disappointed when Chyna grew too big to fit in my purse and I could no longer take her with me into Target/Walmart/etc. And we were so good about it too, she was really quiet and didn't squirm or nothing.

Onto the animal control. It must be in the handbook or something. When Wuffie got lost we of course called them and they were absolutely of no use. They can manage to ticket my neighbor for her dog getting out all the time (probably how Wuffie got out too, he jumps into my yard and tears up the gates). Have you called the Humane Society? I think you're still in my region so it wuold be the Rocky Mountain Humane Society they are based in Denver so maybe they could do something about it. Or....call your local tv station and tell them about it and how little help the animal control was. Maybe they will take the bait and do an expose on what people are doing and getting away with. The Humane Society would be a good start though, they can try to close down the puppy mill and probably get a court order to keep them from doing this anymore.
