First, let me give you a HUGE thank you for saving this boy. Give him time, he will come around. Be thankful that he is only 3 yrs old as he has a much better chance of making a complete and total turn around due to his young age.
Let me tell you a quick story. I placed a puppymill dog (he was purchased at auction by a fellow rescuer and turned over to me for placement) who was 6 yrs old and in the most deplorable condition I've encountered. It took many months to get the mill smell out of him as it had just permeated ever square inch of his being. Bathing did nothing but mask the odor for a day or two. Anyway, after 8 months of fine living, good food, vet care, etc., Sweet William was placed in a home with friends of the family. One of those family members is epileptic. William and this family member bonded immediately and within a year after being placed, William is SO in tune with his beloved human, that he now alerts and warns of oncoming seizures. There was no training involved whatsoever, it all comes from Sweet William's tight bond and immense love for his human.
So, given time to build his trust in you and his surroundings, I've little doubt that this young dog will remain in his shell. The most important thing to remember is to take things slow...let the dog dictate how far he's wiling to go, let him come to you. Expose him to as many things as you can, but on HIS time frame. If you push too hard too fast, the negative impact can totally wipe out all progress you've made up to that point. I know you want nothing more than a beautiful dog who will greet you at the door with tail wags & kisses...and in time I'm sure he'll be that dog, but until then, take each day as it comes and celebrate each and every small break through he has...before you know it, you'll have the most wonderful companion in the world.
IMO, puff boys are the absolute best of this breed, the are the most loving, sensitive & goofy little guys and I will NEVER be without my puff boys!
