The biting sounds like typical puppy play. You need to let him know now it is not okay and immediatly stop playing and say no and ignore him.

If he is going in his crate, my first thought is that the crate may be too big. If the crate is too big, dogs will go to the bathroom on one end and sit at the other end. Usually crates come with a extra piece used to make the crate smaller until the puppy grows into it, on metal crates it looks like a grate.

I trained my puppy using pee pads, he was already 5months old when i got him. I had them by the door first and he used them, they took it right outside the door and let him use it a few times, then take away altogether. He learned to sit by the door to signal me to take him out. Its not always easy, training takes patience and they may not get it right away! Each dog is different! You are doing great praising if he does go, maybe give him a treat too. Dont give up!
