Did you try spraying bitter apple on the litter? I had to do that when I had the puppies so they'd quit trying to eat my furniture. Will warn you that we did have a pup who loved sore and bitter apple. Would eat the green apples off the ground when they'd fall off in the summer (so they had to be very bitter or sore).
