That URL doesn't work for me, but I searched on the site myself and decided to risk the fix Microsoft suggests for a different modem, which is to go into the registry (via Regedit.exe) and change this entry:
HKEY_LOCAL_MACHINE\\System\\CurrentControlSet\\Services\\
VxD\\VCOMM\\EnablePowerManagement
Instead of 0000 01 00 00 00, make it 0000 00 00 00 00
I did this yesterday, and each time I've disconnected I've had no problem. The computer also doesn't hang those few seconds when it starts dialing the modem. Whether I'll see long-term trouble from this change, I'm not sure. But for now it's solved this long-standing problem. What's even nicer is I haven't had to reboot the computer since then.
