I experienced the exact same problem. I found that the file was usually written to the floppy (if you look after you reboot the system). I sent the floppy to ASEUSA and received a new one, which exhibited the same problem--so evidently not hardware. Reinstalled Windows 98 -- complete reformat of hard drive-- and this has fixed the problem. (As I remember, just simple reinstall over system did not do anything).
