The TS Cornwall was a reformatory ship for boys who had received a sentenced of at least 3 years. At least that is what I have read about the ship so far. I used the word inmate rather than prisoner but either way they were not there from choice. I was looking for my grandfather in 1901 and found a promising entry on TS Cornwall.Back then you could be in trouble with the law for playing in the street practically, so most of them were not real criminals.

TS Cornwall would train the boys for sea with the Merchant Navy but the Royal Navy would not take them because they had been in trouble with the law. If my grandfather was on board he did not go to sea. He was killed in WW1 in Greece after enrolling with the army.
