Subject: When did Boy Seamen Become Men

I am trying to get some information on the age when boys became men in the RN in the early 1900's.
My Grandfather named Edward Connor (228915),is a mystery man and the information that I have in his navy records is confusing. The earliest date listed under ships served in and period of service are "Northampton", "Boy service", 18 Nov 1903.
Yet the Date and period of Engagements show 23rd Feb 1904 for 12 years.
He never became "Ord" until 18 May 1904.
This is what the records show
Northampton, B sc, 18 Nov 1903-21 Jan 1904
Calliope B sc, 22 Jan 04
" Boy??, 17 Feb 04
" Ord, 18 May 04
Fergussen " , 8 June 04
My questions are did he become an Ord on his 18th birthday?
Could he have been Ord befroe he was out of boy service?
