If there is war, then there almost always has to be a REASON for such a conflict. Bringing about peace can not be done without taking reasons into consideration. What if there is a dispute over land or hostages? A Secretary of Peace should also be a good judge and negotiator. You have to be able to sacrifice and yet still come out on top, to know your limits and to know what will pacify your enemy. Why are the people in Israel fighting? Because Palestine wants parts of Israel to be theirs again, a conflict over land. The Secretary of this position has to know how to bargain to keep peace, or if they cannot, then they must prepare for war... I value myself as a Judge and negotiator.. Any that agree with me, I ask for your support..
