Subject: how to make a costume appear stiff, like paper or doll like

what i am trying to do is create doll-like costumes for a section of our christmas show. In order for the female dancers to appear more doll-like i am using rubber wigs and i would like to make some of their costume stiff. They will be cowgirl dolls so i was thinking of making the vest and the skirt stiff. what material could i use or is there a specific fabric, i really dont want to use paper, it wont hold up to our christmas schedule. thank you for any help you may offer me.
