I think you should not balme your teacher and brand her as "¼o" because every teacher have to come across the stages of adapting to the school and student. Her level of English should not be challenged (as she is hired by your school-which means the one to be blamed should be your school principal or the subject leader.) while she may be inexperienced in communicating with you (or even not familiarize with the CE requirements as she is a fresh graduate in Englsih, not in CE!!!)-that she can't tell you what she know and you can't tell she is great or poor in the subject matter. Be patience. You have to appreciate her effort of trying to help-as mentioned that she gave you a list of phrase. Try to help her.

I know some teachers are really irresponsible that just giving a tick when marking compositions and not giving any explanation. They may also talk about nonsense personal things all the time.

So when compared with them, your teacher is acceptable to me-so long as she is responsible (in preparing the class) and give you constant feedback.
