suggestion: stop spamming, we can read the news from other web sites or newspaper. I believe most, if not all, of us have such habit.

Back to topic:

I am on the side of legislating the #23. Since it is written in the Basic Law, we cannot avoid legislating #23. Sooner or later, we have to face it, so why don't we do it now?

The problem with #23 is the power granted to government. With extra power, police can search your house without applying to the court. Many people can be arrested for "harming the country". We cannot eliminate the problem, but we can minimize it as much as possible.

The key of legislating #23 is to make it as powerless as possible. Narrow the definitions of the crimes to a very specific level. This will require the use of "White paper", which allows us to narrow the problems more. With "Blue paper" however, we have little power to change the parts of #23 with potential problem. Clearness is another key to use. With the crimes clearly stated, gov't has little space to abuse with the law.
