Before talking about how to save HK economy, we should talk about how to stop further decline of HK economy.

HK has lots of advantages over Chinese cities, including Shanghai. The almost-perfect judicial system and law provides an excellent environment to invest in, since the properties are well protected and trades are fair. As we all know, China has great problem with law and this disadvantage refrains China from being a modern country. However, we must be aware that our legislative and judicial system is being damaged for the past few years. The effects have not been shown quite clearly yet, but #23, without question, harms the society, as well as the economy.

Another advantage is the infrastructure development in HK. The highways and roads and railways connect through all places that many remote areas can be reached within 2 hours. The airport can hold a large flow of international transportation and it is not used to its full potential yet. Of course, there are still places that we can improve in. At this critical moment, we should introduce some projects to work on. This not only generates more employment, but also gives HK a better foundation to improve economy.

Honestly, at this depression point, there are not many ways to solve the problem. Roosevolt, the former US president during Great Depression, spent a HUGE sum of money to stimulate the economy, and brought US from the bottom of valley. I don't think this will work in HK though. According to law, HK must balance its income and spending. Also, if all the money left by British gov't are gone, HK's standard in foreign investors' eyes will be much lower.
