It is becoming increasingly obvious that the Big Energy wrote the legislation and got the California legislature to pass it based on a pack of lies and donations. Pete Wilson, former GOP governor of CA, signed it as it would not take effect until after his term was up. Essentially, the three major CA utilities (SoCal Ed; SDG&E: PG&E) were able to sell their plants in a bidding war to make billions and billions of dollars in pure profit as the plants had been paid for by Californians. The Tejas Banditos bought the plants and made sure that dereg only allowed the utilities to buy on the spot market rather than being allowed to sign long term contracts. This was a recipe for theft, and once Herr Bush and Cheney, The Chief Nazi and the Nazi PuppetMaster were elected, dereg became legalized theft. The GOP controlled Senate refused to investigate and Kenneth Lay, the CEO of Enron and the leader of the thieves, lobbied the CA legislature heavily to put off investigations with veiled threats of a bad summer of blackouts.

Things will change, especially with a Democratically controlled Senate. Bush is running out of room to act like the Governor of Tejas re: Energy. There is a showdown coming and you'll see Bush and Cheney supporting Big Energy and corporate rape when it happens.

Right now, the GOP has spun the whole matter as class warfare against California. The problem is deeper and more profound, but that is how the GOP and people like Rush Limbaugh have tried to trivialize the issue. California-bashing feels good to other states because it allows them to feel superior. But if the recession deepens in California, we will quit buying things made in other states such as cars, farm equipment, pumps, steel, metals, and so many other basics. The problem involves the entire US and yet Bush will not treat it as a serious national problem. It is akin to Mississippi flooding and a Californian who became president saying, "Well, we can't help Mississippi. They should have built more dikes and dams when they had the chance. They'll have to get thru it themselves."
