Subject: The first fractures in the Bush GOP

Senate GOP moderates are supporting a Democrat-sponsored patients Bill of Rights allowing patients to sue HMO in local courts for services denied and collect up to $5,000,000 US. Bush and the GOP conservatives want lawsuits in federal courts only with a cap of $500,000 in damages. Bush has vowed to veto any law that does not look like this.
20 GOP Senators back the bill and a showdown is expected between the GOP moderates and conservatives. In the wake of the Jeffords switch, Bush cannot play the role of the uncompromising, heavy-handed prick that cost him the Senate. It will be interesting to see if Bush moves to the middle to get things done or stays hard right as a matter of principle. One thing for sure is that expectations of him are low. Other than working on education and wanting to bring decency to Washington, he made no promises during his campaign. He has of course failed to bring decency and has instead brought an ax handle that his thugs use to beat people who disagree with him. As far as education, what can he really do? He is insisting on tests for young people that he couldn't even pass.

On another note, California energy prices are going down. Some people believe that Bush-Cheney called off the dogs on us out here after losing the Senate. They fear investigations and they fear losing a lot of CA House seats in the 2002 elections if CA voters are still pissed off because Bush had the power to cap prices and didn't. The new language being floated is "price mediation act" or something like that. They prices are being controlled more by FERC, and this is apparently okay as long as the words "price caps" aren't used.
