US gives 21-day deadline

THE US war machine is in place and needs only White House approval to invade Iraq.

Defence Secretary Donald Rumsfeld made the declaration as the US and Britain prepared for one final effort at the United Nations to win international support through a second resolution to be tabled on Tuesday. The US and Britain will demand the UN Security Council vote on the resolution by March 14 at the very latest.

The 21-day deadline was confirmed in a critical phone call yesterday between US President George Bush and British Prime Minister Tony Blair.

During the call, they agreed on the resolution of the 12-year stand-off with Saddam Hussein.

Yesterday Mr Bush said: "The day of freedom is drawing near."

It was the will of "the Almighty" to liberate the oppressed people of Iraq, he said.

Mr Rumsfeld said the 222,000 American, British and Australian troops massed in the Gulf were ample for war.

"We are at a point where, if the President makes that decision, the Department of Defence is prepared and has the capabilities and the strategy to do that," he said.

He was confident despite a stand-off with Turkey, which is demanding $54 billion in US aid before it will allow the Americans to open a northern front against Iraq from its soil.

The Americans are prepared to offer only $44 billion and the White House threatened to deploy the troops elsewhere.

Turkish Prime Minister Abdullah Gul was due to make a statement today.

In New York yesterday, British and American diplomats almost finalised the second resolution. It will declare Iraq in further material breach of Resolution 1441, which required it to immediately and unconditionally disarm.

Chief weapons inspector Hans Blix is expected to report again by the end of the week. The Americans and British are hoping his report will be negative and give them the nine Security Council votes needed.

They must also avoid a veto by anti-war permanent Security Council members France, Russia and China.

Yesterday, Russia joined France in saying it saw no need for a second resolution at this time.

Iraq made more overtures yesterday, giving the UN inspectors the names of people who helped with the previous destruction of its banned weapons.
