If I recall correctly, Florida v. Royer (I'll look for the cite) says you do need probable cause to detain and search, with limited exceptions. Then it's something like "articulable suspicion." And, again, I seriously doubt that even the Rehnquist court can say with a straight face that race, alone, is enough to get you there. In fact, in that case they invoked the suppression rule when they merely put the guy in a room at the airport and questioned him. It's been awhile, so I'll have to re-read that to be sure.
