Try "Swat" Its an antibacterial ointment that repells flies. It comes in either hot pink, or clear. Was the halter brand new? Maybe there was a chemical on it from the factory. Try washing it with some horse shampoo and rinsing well.
Is the donkey in good weight? Have you had the vet look at her? Sometimes poor appetite can be because of worms. If you haven't wormed her already, try it. But if you are unsure of the last time she was wormed, take it slowly. Only give her a small dose of a mild wormer. Sometimes they have so many worms that there isn't much room for food. Also, if you are worried about the flies on her face try a fly mask. So long as it doesn't hit on the same raw areas as the halter. If she still has a poor appetite try a probiotic. Those work wonders and most vets or farm stores have them. Use the gel form, its the best.
