Simple answer, $$.

Universal is still making money off
QL. They don't lift a finger and QL still gives them
cash flow. To make a QL movie or launch a new series
means the risk of losing money. They probably view such
a venture as having limited appeal and a limited audience.
Why trade a $$ loss in taking a risk for the positive
cash flow that they have now? It doesn't make business
sense.

Star Trek is really the exception, not the rule. For a
series off the air as long as QL, there
really is no hope of revival. If there was, Universal
would be using those rights to push more novels as well
as VHS tapes and DVDs for *all* the episodes (not just a
limited number). The fact that they aren't doing this
strongly suggests they view the potential market for
QL as weak and not worth the risk.

I really like QL, but if it was my money, I wouldn't
risk it on a TV-movie. The fans would love it, but the
return on investment would probably be negative.
