Well, just to let you know, "Balance of Terror" is one of my favorite episodes so I know it was the Romulans in that ep. (especially since one of the crew began to suspect Spock as being a Romulan spy - the Romulans killed his parents and Romulans are distant cousins to the Vulcans). Also, not many know this but "Balance of Terror" was the first ST ep with Mark Lenard, the actor who later in "Journey to Babel" (and subsequently in future ST endeavors) portrayed Spock's father Sarek.
