Amber, any answers you get here will only be guesses. You can't get an accurate answer from people who haven't seen the dogs. My off-the-cuff answer is that it sounds like straight out dog aggression, but I'd only be guessing.

You need to find a good dog behaviorist and have the dog evaluated. Maybe someone here can recommend one for you.
