GREAT question, and I think it would highly depend on each individual and dog. First off a dog can have alot of Laxticity but not have DJD.

If the dog has an awesome temperment (and in my case an off the wall working dog) and something you truly feel has alot to offer to the gene pool, conformationally correct, all other tests completely sound, you might want to consider it as long as he/she does not have DJD. I would also take her to a male than has the tightest hips you can find.

I have not done a pennhip in a while and it is rare in my state now versis when I was in Cali but back then hips were what .68 was the average....I think now it's a .64???

If I had to throw up a number maybe a .72 or .74 and keep close eye on the pups and do not repeat the breeding till you can test the litter to see which court the balls going to fall in. JMO
