Subject: Haunted Office

Hello everyone.
My brother is a Lawyer for a small Law firm here in Fresno Ca. He has told me about several instances where he has been working late at his office and heard the sounds of foot steps and doors closing when no one else should have been in the office. I talked to him yesterday and he seemed very exicited. When I asked him what was up, he told me that he was working late again night before last. He and another lawyer were in his office discussing a court case when they heard a door slam. He said it startled both of them because they were the only ones in the building at that time. When my brother went to open the door, he heard another noise that he said sounded like a door opening. He opened his door and he and his co worker both saw what they thought was a woman in a white evening gown floating down the hall way away from their location. My brother said they watched it for about 2 seconds before it disapeared from veiw. He said that they were not able to see her face because her back was toward them, but she looked like she was from a different time. He went on to say that he and his coworker made a hasty exit. He spoke with one of the senior partners the next day about the incident and the partner explained to him about a train accident that had happened in the late 50s which killed a woman and her lover. Apparantly the lover was driving a car that did not stop at a railroad crossing and was struck by a train. this accident is supposed to have happened right across the street from the law firm. The partner went on to say that alot of weird activity took place in the mid 70s but it had settled down. Now it seems to have started back again.
My question is this...What determines how or why a building or home is haunted?
