Subject: new construction

My wife and I have purchased a new home that is being built in a developement. From time to time we go up and check on the progress. They have just finished putting in the windows and the roof. We have a regular roof with shingles. The builder advertises that they are 25 year shingles. the roof is pitched and there is a gap in the very top of about 2 inches wide. we can see this from inside the house as the roof is not completed in that area. In the area that the shingles are on, it appears that they have not put down tar paper underneath. My questions is, is tar paper required or can the shingles be tacked on over the plywood/particle board? Also, the builders have put tar paper around the window openings before they put in the windows. What is the purpose of that?

the builders have put tar paper around the window openings before they put in the windows. What is the purpose of that?" It's a moisture barrier. Paper behind the siding won't be able to cover that area since the windows are installed before the siding.
