I understand your view, but too much precognition would make a good story very difficult to tell. Also, I've always had a problem with Jedi foresight. Whilst it seems a very useful thing when in direct combat, it always seemed very limited in other ways. For example, we all know the famous example of Palpy not seeing getting thrown down the shaft, and Vader not being able to find the rebels, but there are others. How about Vader not knowing about the approaching Millenium Falcon in ANH, and how about Vader not being able to locate the MF in the asteroid field. Neither Vader or Palpy foresaw the defeat of their forces on Endor. Jedi foresight can be powerful, but it is certainly not foolproof. For the purposes of the story, I have granted some foresight, but only in the general sense or whilst in direct hand to hand combat.

True, but this suit is really just what they could put together in the time available. They used Vader's as a model. I'm sure with some research and application, something better might be possible.

Well certainly Section 31 are causing problems if the Empire ever finds out. The Federation itself is just defending itself, it doesn't know what section 31 are doing.

More advanced in some ways, arguably less advanced in others. However, that's not the real point. The Empire is fighting the Federation as such, they are fighting Species 8472. The Federation (and all their allies) are just a side show.
